East Grand Forks man pleads guilty to fentanyl possession with intent, and theft

GRAND FORKS – An East Grand Forks man charged in connection with drug possession and theft has changed his plea.

In a Monday, Sept. 26, hearing, Lucas Allen Ostlund, 20, changed his plea for two charges. He pleaded guilty to possession of fentanyl with the intent to manufacture and/or deliver, as well as theft of a credit device. The change of plea was part of a proposed plea agreement.

The agreement was accepted by Judge Donald Hager, who dismissed Ostlund’s remaining charges: possession of methamphetamine with the intent to manufacture and/or deliver, and unlawful possession of drug paraphernalia.

Ostlund was sentenced to 90 days on both counts at the Grand Forks County Correctional Center, with credit for time served (66 days). Serving the sentences concurrently, Ostlund will then have 18 months of supervised probation. He owes $775 in fees, which includes a criminal administration fee of $650, defense/facility administration fee of $100, and victim-witness fee of $25.

On Dec. 3, 2020, an officer was dispatched to the Flying J to investigate a theft from a vehicle. The victim told police his wallet was stolen and the thief was extorting him for money in order to get his wallet back. Police worked alongside the victim to set up a meeting with the suspect, Ostlund.

Ostlund was arrested for possession of stolen property, including a credit device. In the search incident to arrest, police found various amounts of methamphetamine, M30 pills, and drug paraphernalia. The paraphernalia included designer bags, a scale with residue, and $460.

Ostlund was given citations of possession with intent to manufacture/deliver fentanyl (Class B felony), possession with intent to manufacture/deliver methamphetamine (Class B felony), theft of property including a credit device (Class C felony), and unlawful possession of drug paraphernalia (Class A misdemeanor).
